Ana,
Alex Kalorkoti forwarded your e-mail response to me with regard to the Construction Management Plan for Shorncliffe Garrison.
To clarify, Taylor Wimpey at the Principal Contractor (PC) on both phases 1a and 1b of the Shorncliffe Garrison development. I previously sent an e-mail to Alex
which contained TWâs (as PC) standard procedures for controlling identified risks. I am not sure if you have had the opportunity to review this information and therefore I reattach the information to this e-mail and below which I believe should answer the
points you raised with Shepway District Council:
Set up refuelling area / point before fuel is brought onto site. To be located away from drains and watercourses and must be >10m from watercourse and >50 metres from a spring, well or borehole. (2)
Refuelling compound to be set up as per HSE Manual Section 2.5.1. Secure out of hours. (3)
Fully lockable and labelled 'Garic Fuel Safe Static Tank' must be used in accordance with HSE Manual Section 2.5.1. (4)
Fuel levels to be monitored and recorded regularly. Sudden changes could be a sign of leaks so are to be reported to your Production Director. (5)
Fuel tanks, secondary containers and compound to be inspected regularly for signs of damage, corrosion, leaks, faults and vandalism. Repair defects/faults immediately and retain records.
All incidents must be reported immediately to the Environmental Advice Line ((0845 003 8752). (6)
Sufficient spill kits to be provided. Kit must contain all items listed in HSE Manual Section 2.5.5 and replenish as required. Note: for sites close to water courses and drains the enhanced spill kits
must be provided. (7)
All sub-contractors and operatives to be briefed on on refuelling practices and use of spill kits. (8)
Spill kit supply to be monitored regularly to ensure adequate stock remains full. (9)
All drains located adjacent or near to refuelling points to be covered with Gully Guards before commencing transfer. All fuel transfers to be supervised. (10)
All fuel spills must be contained immediately and reported to the Environmental Advice Line (0845 003 8752). Document using Accident/Incident Report Sheet (CDM F2.15). Oil spill or oil impacted water must
be collected in a fuel safe container with fuel tag and immediate collection arranged with Reconomy. Records of all fuel spills, clean up methods and validation must be documented. (11)
Contractors: Drums can only be used for fuel volumes <300gallons and must be stored in a secure interceptor drum store within the designated refuelling area. (12)
Contractors: Oil spill and oil impacted water must be collected in a fuel safe container with fuel tag and reported to TW Site Manager immediately. (13)
Contractors: Taylor Wimpey must be informed before refuelling mobile plant. Mobile plant must be refuelled away from surface waters, drains and open excavations. A fuel drip tray must be used. (14)
Contractors: Leaks/spills to be contained using spill kits provided and reported to the TW Site Manager immediately. Plant defects to be reported to the Taylor Wimpey Site Manager immediately. (15)
No fuel storage or refuelling activities should be placed / carried out in the vicinity of permeable pavement. If unavoidable, then must not be carried out without adequate protection to prevent fuel entering
the drainage system below the pavement. (108)
Contractors: No fuel storage or refuelling activities should be placed / carried out in the vicinity of permeable pavement. If unavoidable, then can only be carried out with the permission of the site manager
and with adequate protection to prevent fuel entering the drainage system below the pavement. Mobile plant must be refuelled away from surface waters, drains, permeable pavements and open excavations. A fuel drip tray must be used. (109)
The Site HSE Manual is a key document for the Site Manager and all subcontractors will be made aware.
Please let me know if you have any further questions.

Dear Alex,
Thank you for your email.
Apologies if we havenât been clear in relation to our comments about the Construction Environmental Management Plan.
The Site Specific Environmental Action Plans, both for Phase 1A and 1B, correctly identify the environmental risks associated with each site activity and hazardous material but they donât detail the actions
necessary to control the risks. They note that the principal contractor is to confirm their procedures for controlling most of the identified risks. Please submit details of these procedures for review.
We donât recommend the discharge of condition 24 until the procedures for controlling the risks have been submitted for review.
Please donât hesitate to contact me if you require further clarification.
Best regards,
Ana

Dear Niall/Ana
The revised plan submitted to the Council by Barton Willmore, which now includes a Site Specific Environmental Action Plan for Phase 1A (St. Martinâs Plain), can be found via
the link below and is on the first page of search result under planning reference Y14/0300/CON. The document is titled âCondition 24 - Revised Construction Environmental Management Planâ:
http://searchplanapps.shepway.gov.uk/online-applications/
Thank you for the confirmation regarding the issue of fuel and chemical storage and methods to prevent spillage.
Please could you advise in Michelleâs absence if the revised document together with the supplementary information regarding fuel and chemical storage is suitable for the approval
of condition 24, or if further clarification/additions should be requested from the applicant?
Apologies that the revised plan is not attached, I have attempted to send the file but my email was rejected due to the file size.
Thank you for your help.

Hi Michelle,
Thank you for your email.
The submitted information addresses the issue in relation to fuel and chemical storage of condition 24 (construction management plan).
In relation to the same condition, Tommy also noted that the Construction Environmental Management Plan was not adequate. They have submitted a ârevisedâ plan via the planning portal but it is exactly the same
as the first one that was submitted. There is still no information about the procedures that the principal contractor proposes to put in place within the Site Specific Environmental Action Plan.
Could you please ask them to send through the actual ârevisedâ plan if they have one?
Please let me know if you need any clarification.
Best regards,
Ana
